July 14, 2017 (according to the decision of the Tagansky court - April 14), the FSB asked Telegram for keys to decode the messages. It was necessary to transmit the information before July 19.
On October 15, 2017, the court fined Telegram for 800 thousand rubles for refusing to comply with the requirements. The complaint against this decision was rejected on 12 December.
On March 20, 2018 Roskomnadzor asked Telegram to fulfill its obligations within 15 days. Representatives of the messenger replied that it is technically impossible.
On April 6, 2018 Roskomnadzor appealed to the court with a demand to block Telegram. On April 12, the agency, during a preliminary interview, asked the court for permission to immediately block the service as soon as a positive decision is rendered.
On April 13 the court allowed to block Telegram. The meeting lasted less than 20 minutes, the representatives of the messenger did not participate in it, because they did not receive the documents of the case and could not prepare for the defense.
Earlier Roskomnadzor demanded from telecom operators to start blocking access to Telegram in Russia. The decision to block was taken earlier by the Tagansky District Court of Moscow.
