Select a word or a phase in the document. Press Alt+Shift+Z to get definition immediately (except local PDF documents) or right-click on the selection and choose "Define <your selected text>". Definitions will be shown under your selection.
You can edit your selection in the popup window that is shown when the extension button is clicked.
The app's options provide ability to set a shortcut, choose a definition provider and set up a popup window.
Extension can be used with native PDF formats, but not with protected or scanned ones. To translate any local documents (PDF, TXT, HTML, etc), the flag "Allow access to file URLs" should be set on the chrome://extensions page for this extension.
